FISCAL POLICY AND BUSINESS: PROBLEMS OF RUSSIAN REGIONS

Abstract

This article presents an original assessment of the fiscal policy impact on the conditions and the efficiency of business. The methods of assessment are based on clarification and detailed examination of the gross regional product (GRP) elements, characterizing the conditions of business activity and its efficiency The regression analysis of the relationship of the GRP elements (such as financial result and shadow economy) with tools of the fiscal policy (a tax press and federal transfers) has shown that the current fiscal policy in most cases has negative effect on the business efficiency in Russia.
